WhatsApp Cloud API error 131030: why is the recipient not in the allowed list?

Error 131030 means you are sending from a test number to a phone number that is not on that test number’s recipient list. While you build on Meta’s test number, it can only message the numbers you added as recipients in the developer dashboard; to message anyone, connect a real business number.

If the number is on the list and the error still appears, compare the formats: the number your webhook receives and the one in the list must match digit for digit, country code included.

How it works

  1. Check which number is sending

    If the sender is Meta’s free test number, only listed recipients can receive messages from it.

  2. Add the recipient

    In the developer dashboard, add the person’s number as a recipient of the test number.

  3. Compare the formats

    Log the number exactly as the webhook delivers it and as the list stores it. One missing digit is enough for the error.

  4. Fix the number before sending

    Normalise the number in the step that sends the reply, so it matches the stored format.

  5. Move to a real number

    Once tests pass, register the business’s own number; the recipient list stops applying.

What we learned building it

Brazilian numbers lost their ninth digit
Brazilian mobile numbers reached our webhook without the ninth digit (12 digits), while the recipient list stored them with it (13 digits). Every reply failed with 131030 until the sending step put the 9 back.
A different error looks similar
A test number on an unverified business could not deliver to Brazilian numbers at all (error 130497), even when listed. The replies were written; Meta refused delivery.

When it is not worth it

  • Do not build a workaround around the test number for real customers: register the business’s number instead.

Questions

Does 131030 happen on a real business number?

The recipient list belongs to the test number. On a registered business number, a delivery failure has a different code.

Will the customer see an error?

No. Their message reached you; your reply was refused, so they simply get no answer. That is why the error matters.

Is the number format the same in every country?

No. Brazil is the case we hit: mobiles can arrive with or without the ninth digit. Normalise numbers for the countries you serve.
